yes, that's right but it takes some time to review the posts & activate the download MANUALLY.

Have you read the Rules and Regulations?
You are not allowed to download yet because you did not provide 3 useful posts. Currently, there is no problem in uploading, you may upload the 3 useful materials. You may also consider financial contribution if you are not welling to upload or unable to upload due to your technical limitations (though there is a step by step guide about how to do that -can reach it through Rules and Regulations again-)
